The city's most famous monument is, on the inside, a water tank

The three towers that appear on every postcard were completed in 1979 and are not an oddly shaped viewing platform: they are part of the city's water storage system. The lower sphere of the main tower is a tank; the upper one is the viewing deck. The infrastructure came first and the symbol afterwards.
